The Vermont Public Library Foundation (VPLF) is organized exclusively for the charitable purposes of receiving donations and granting funds to public libraries for the benefit of the people of Vermont.

VPLF is a 509(a)(3) supporting organization that provides grant funding to public libraries in Vermont.
The Winnie Belle Learned Fund was created in 2007 by Dr. Burnett Rawson in honor of Winnie Belle Learned to help small public libraries in Vermont provide program that foster literacy, a love of learning, development of skills and opportunities for critical analysis, and intellectual exploration in children.
